"I should like to refer to these conceptions as "supranationality as
rational bypassing of democracy" and "supranationality as boundary patrol",
respectively. Finally, I shall introduce a third conception of
supranationality, a conception holding out the promise of avoiding the
shortcomings of both. It goes without saying that I will be providing
nothing more than a very rough sketch of these conceptions. "
