Yes. But the "oil for food" was a partial step in that direction, intended
to preserve lives while still isolating Iraq. Now, of course, we (some of
us) wish we'd marched in to Iraq and taken out Saddam, but I remember fear
of a resulting power vacuum would likely have been filled by Iran. At this
point it seems that might not have been so bad. But who knows?...
