I don't know if it's quite accurate to call Naipaul racist, although I know, 
certainly, why you might draw this inference.

Naipaul is extremely judgmental and unforgiving toward numerous African 
societies (as well as other third-world societies) and accepts no excuses for 
what he sees as a lack of cultural achievement.  

I'm not defending his point of view, but I don't think it is racist, per se.
