strikes was made before the strikes occurred.  That's what is meant here by 
pre-recorded.  Another kind

I'm suggesting that what you heard was incorrect, at least as I understand 
it.  As for the news organizations' agreement, they have agreed to exercise 
discretion, not to refrain from broadcasting anything.
