Another application of Occam's Razor--mainly in engineering--states that the
simplest approach to solving a given problem is most often best.  Therefore
if one *wanted* children to step on mines, they might place food in the
middle of a minefield.  Similarly if one *wanted* children to suffer for the
actions of a given military campaign, they might posit the same.  But then,
another useful piece of logical cutlery is "Hanlon's Razor", which states,
"Never attribute to malice that which can adequately be explained by
stupidity".
