Either a child was or was not killed by stepping on a mine while trying to 
obtain dropped food.  This, so far as you know, has not occurred.  Yet you--a 
"journalist"-- report this as though it has.  In that context it's a lie.

And this bit about tense is sophistry of the worst sort.
