that the U.S. government observed *before* moving to
put the economy on a war footing?

FYI, people all across the political spectrum are
calling for peace not war.  Not everybody is in a
hurry to sacrifice their children, or kill the
children of others, for some ill-defined "crusade"
that promises to end evil with bombs and rockets and
unavoidable but acceptable "collateral damage".
