Of course only an Irish author could say that. 
And most of them, come to think of it, said something like it. 
Hey, if all the Irish Milkmaids are like Joyce's, who wouldn't think the
grass, well the grass can't be greener anyplace else, but....the wine
sweeter, the air healthier, the streets cleaner, the landlords kinder
gentler less prone to murder and bloody Sundays.....
