The premeir model for this behavior is the US Postal Service.  "Going 
Postal" is common slang for going beserk with multi-homicidal intent.  And 
the irony here is that the US Postal Service is a job one takes to keep from 
working too hard, and a good pension too.  But these employees are 
scrupulously watched by hidden cameras and manned perches that all employees 
know are overhead.  CONTROL (and lots of ineptitude) is the price these 
folks pay for their job "security.
