Pynchon's Dixon starts out with a desire to whip the man and then realizes
he can't do it, simple as that.
Many an intended assault starts thusly then fizzles. Our own Mr T's
angry, violent "I'm going to kick your ass" (paraphrasing) without the
follow-up, for example.
