Pynchon does seem to be modeling his story after the Hurricane Audrey disaster.
 This guy Nash Roberts is still famous and the one everyone still listens to
for advice on hurricanes.  But if Levine is supposed to have arrived on the
scene without any knowlege of the hurricane's existence beforehand, that is
very far fetched (but remember, I don't have the book SL, so I'm relying on
your second-hand description of the story).
