The reference is obviously to the WW II call upon the movie industry to 
make short films to promote armed forces enlistments. Ronald Reagan was 
a prominent participant. The old Hal Roach Studio (Our Gang, etc.) 
facilities were taken over for production. Hence the operation was 
nicknamed Fort Roach.

Farfetched connection? Now wait just a minute. Pynchon was signalling 
the menace to Peace and Goodness that RR was to become. Our Gang. Get it?
