SLSL "TSR" where are the African-Americans?

Pynchon obviously has race relations in mind when he
creates Dugan who believes "that the NAACP was a
Communist cabal"  but -- and maybe I've just missed it
-- I don't find any African-Americans in the story. 
Not only would you expect to find them in the US Army,
but also that part of Louisiana has a large
African-American population.
