I think it's to do with the way the English crown was just handed over to
the Hanoverian dynasty in 1714. I'm interested also in the imbedded quote:
"'A harsh winter,-- a cold spring,-- a dry summer,-- and *no King*.'" It
sounds like it could be from a popular rhyme or song, and seems to refer to
the way that the new king, George I, the Elector of Hanover (who couldn't
speak a word of English), dawdled across the channel, and didn't arrive in
England to claim his throne until seven weeks after Queen Anne's death.
