   (1) the cops take money & sexual services for overlooking.

   (2) politicians take money & sexual services for keeping things in place.

   (3) drug traffic is - at least in the more inner parts of the city - 
       everywhere: subways, playgrounds, parks ... it's not stoppable.

   (4) some of the 'coffee-shops' get busted.

   (5) then they open up again under a different name the next corner a couple

 when i moved from kiel to hamburg in the late 1980s i found the booming drug 
 scene simply great; since i'm having children myself my views became more 
 ambivalent. i don't think anymore that it contributes to the qualities of urban 
 life when you can buy crack-cocaine at every second subway-station ...
