A conspiracy theory made to order for Doug

The Let It Happen On Purpose (LIHOP) theory has ANOTHER  application in recent
American history. It has often been said that the military build up and tax
rebates to the rich that took place during the Reagan Administration was a
deliberate attempt to bankrupt the American treasury  (which it pretty much
did) in order to downsize the American Government, that downsizing being a
principal ideological and priactical goal of Reagan conservativism. I think the
plan pretty much failed.

Though, likd Otto, I don't really believe LIHOP in the present context, it
still holds a certain appeal. I hate the Bushes as much as anybody.
