That is the heart of the speech's failure:  All responsibility for any 
progress is laid at the feet of the Palestinians, and until some unclear 
standard on their part is achieved (including electing someone to run things 
whom Bush likes - Is that democracy?) Israel is given carte blanche to 
continue to do whatever it likes.  Bush has effectively endorsed the status 
quo until some never-never time occurs, and his motives are clear:  
elections are coming soon, and Israel-supporters have a lot of ballot-clout.

It is very sad.
