"Ultimately, Israelis and Palestinians must address the core issues that
divide them if there is to be a real peace, resolving all claims and ending
the conflict between them. This means that the Israeli occupation that began
in 1967 will be ended through a settlement negotiated between the parties,
based on U.N. Resolutions 242 and 338, with Israeli withdrawal to secure and
recognize borders."

Indeed he does, this is one of the promising parts of his speech. No future
American government will be able to step back from this without being
responsible for the nation loosing its face. But the withdrawal is bound
(and Israel *must* insist on this) to safe borders. As long as there's no
guarantee for this Israel won't withdraw. I agree to you that Arafat's got
the ball now and additionally, he's got a home play while the IDF has to
play away. If Arafat could jump over his shadow he easily would be able to
move every Israeli government into a desperate and impossible situation
under the given political landscape in Israel: to be forced to withdraw in
full and give up all the settlements, which are, terrorism hin oder her,
absolutely illegal in the eyes of the world.

What remains to be said about the speech is the already mentioned
disappointment that major US-Americans still seem to believe that only
because of their political and economical power they can determine foreign
governments and that they don't see how this opinion betrays words and
spirit of their own constitution they promised to protect from childhood
days on :-)

Otto

PS I admit that the last sentence includes a little "Schadenfreude" that
the Amis got their own "Kruzifix"-trouble now and has little to do with the
topic.
