My mistake. The paragraph starts 11.23 as you say. 
Thanks for the correction.  Still, it's a poorly
constructed paragraph. The sentence that beigins at
12.1 takes up the issue we have been discussing
(race/power). What is that sentence doing in this
paragraph? Why does he insert theoretical speculation
about race and power in this paragraph?
