I think that Bush's intent/rhetoric was toned down more in deference to the
luke-warm reception it received from other world leaders, and the chiding he
got from the UN, than to the Stateside demurrers. Though, there did seem to
be some disagreement amongst some of his chief advisors early on.
The naff remarks about the Washington sniper you've been making remind me of
the bit from DeLillo's _Underworld_. Both leave a bad taste imo.

What war? Why not support the UN's determination to send its weapons
inspectors back into Iraq instead of putting the cart before the horse? When
Saddam has had access to weapons of mass destruction in the past he hasn't
been shy about using them. Mostly on his own people, but still.
"Our common nightmare the Bomb is in there too. It was bad enough in '59 and
is much worse now, as the level of danger has continued to grow. There was
never anything subliminal about it, then or now. Except for that succession
of the criminally insane who have enjoyed power since 1945, including the
power to do something about it, most of the rest of us poor sheep have been
stuck with simple, standard fear." (SL Intro, 18-9)
I'm hoping that those who "have the power to do something about it", like
the UN and the US govt, don't shirk the task.
Stop the bomb!
