The answer is "B"!  I doubt consensus would be possible.  Some years ago I 
taught English and Theatre at a Quaker prep school and our (very gifted) 
faculty was required to reach FULL consensus on every issue before meetings 
could be adjourned.  After a few meetings that lasted about a hundred years, 
people began coming up with ways to a compromise consensus...i.e., simply 
make believe to agree to something in order to get the hell out of the 
headmaster's conference room (where very bad cookies were endlessly served 
with watery juice and no coffee!) and go home to our imperfectly Quakerish 
beds!  but The Group I propose would never give in to that kind of mere 
corporeal weakness...
