Take a look at Colombia. That's another story. And you don't really need
the old school CIA types and Nixonian secret wars.  You can use ex-CIA
and their companies, and the multinationals to kill. And the excuse is 
"war on drugs/terrorism/etc." so they are killing citizens to protect a
pipeline cause you've got a "war" "terrorism" "drugs" and a puppet. And
you've got the Congress paying for it. Don't forget those guys and gals.
They make it happen. They fund it. Not what you've got in Brazil at all. 

but take a look at how the people of a nation fail to experience any of
the benefits of multinational privatization "catch-up" economics.
