The United States stood alone early Tuesday by abstaining as the Security
Council approved a compromise resolution demanding that Israel cease actions
around Yasser Arafat's West Bank compound while condemning terrorist
attacks.

The resolution, which passed 14-0, was negotiated by the European Union and
combined language from competing American and Arab proposals.
