Well, there were the South African homelands for the black population,
the Basque homeland of ETA, and the Sikh homeland. But of course we know
what you mean. The previous word applied in the U.S. was Interior, as in
the Department of the Interior. However with the end of a 140 year
period in which there hadn't been anything resembling war at home a new
term had to be commandeered.
