Good question. I have that underlined too.
The only explanation I've been able to come up with is that if the cloud is
moving toward the window (or in any direction but across the window), the
apparent motion of the reflection would be slower than the apparent motion
of a cloud seen by an observer looking up at it from the ground. Not that
the doomed waxwing would be able to take this in in the instant before
impact.
Actually I think it's an optical impossibility to observe both an actual
cloud and its reflected image at the same time.
