Interesting creative challenge.  I think you could take the original piece 
and record my voice on a back track (feminine/soft/low) quietly reading those 
perfectly unmodulated NPR reports about the increased security, new training 
requirements for checkers, etc., etc., but gradually increase the tempo and 
decibel level of the original Eno until it almost reaches cacophonous 
crescendo, then drop it all off into a sample of Hendrix Star Spangled 
Banner.
