I went here instead......and still couldn't find evidence that Iraq has
restricted the access of UN inspectors on the ground.....It mentions that
U-2 flights have been restricted, but again, this is tangential to UNMOVICs
purposes....it also complains that Iraq has not been suficiently PROactive
in this effort, which is certainly understandable. It is worth noting
again, however, that Saddam has not yet been successful in insisting on ANY
limitations to date, and that each of the above hurdles will, in the face
of determined negotiation, also be overcome....


"The substantive cooperation required relates above all to the obligation
of Iraq to declare all programs of weapons of mass destruction and either
to present items and activities for elimination or else to provide evidence
supporting the conclusions that nothing proscribed remains. Paragraph 9 of
Resolution 1441 states that this cooperation shall be, quote/unquote,
"active." It is not enough to open doors. Inspection is not a game of catch
as catch can."

I will admit to not having read this report prior, but feel very strongly
that, given the adminstrations willingness to bend EVERY CONCEIVABLE
element of this procedure to its propaganda purposes, that I would not have
failed to be informed of such in the course of my 3 hrs per day of
Bloomberg TV....having now done so, I see no reason to modify my original
position...
