You've said this before without giving any reasons for it. Repetition
doesn't make a wrong assertion right.

Where does he say that he doubts GR is a good novel?

What has that to do with the above statement? He's talking about the real
political situation after WW-2 in which he sees his reason for writing. Only
in politicians & terrorists pathological behaviour really becomes dangerous
for many people.
