While kfl's "Norman O. Brown" provoked a giggle, I'd wager it's "Naval
Operating Base" Officer's Club.

"NOB Norfolk" is t-that place in Va. where, among other things, Benny
Profane gets to an apocheir. Changed its name to "Naval Station Norfolk "
just over 50 years ago, according to its homepage
