All New Yorkers call them that. I doubt that Woody came up with it.

In fact, my great grand father (on my father the Milkman's side) used to
sing a song that went like this:

Rats wit wings up on the EL
White washin this dirty town
don't you shit on me
don't you shit on me

heard it from my moma
heard it from my auntie too
rats wit wings gonna be the death of you
rats wit wings gonna be the death of you

cross my self and say a prayer
rats wit wings up there
rats wit wings done shat on me
cross me self and say a prayer

heard from my moma
heard from my auntie too
rats wit wings gonna be the death of you
cause horse aint got no wings
cause horses aint got no wings
