OFFTOPIC REQUEST FOR RESEARCH HELP

Do any of you brilliant minds know anything about current library systems?  I 
am writing an article about tracking reader habits through public library 
records.  Does anyone know who has access to this information?  How long it is 
stored?  Are library records public like deeds or divorce decrees in that any 
member of the public may read them?  Thanks in advance for any advice--the last 
time I worked in a library was 1971--we had little rubber stamps with dates on 
them...
