I don't detect any guilt at all on Zoyd's part. He's
living up to his part of a deal that fucked him over
-- he is honest in that regard.
If he's technically "dishonest" in claiming his
disability checks, he is no more so than the
multinational corporations that have rigged the game
to profit from clear-cutting those Vineland hills, or
the liars and cheaters elsewhere in the economy or
government, the drug dealers who profit with the
complicity of "Bush's CIA", etc.
Vineland presents morality in the neofascist state,
where all subjects are, sooner or later, corrupted.
Reagan/Bush followed in Nixon's footsteps re
corruption in government, deception, half-truths,
untruths -- this culture spreads and winds up
poisoning social and civic relationships, helped along
by uquiquitous advertising and marketing programs that
everybody knows can't be true but nobody gives up
hoping they might be (the "doublethink" Pynchon
discusses in the Foreword to _1984_).
Another word for it is "trickle-down" -- criminals at
the top spread their values down through the system,
tapping the native vulnerabilities and propensities of
all who live within its embrace.
