Back in those days when I did a lot of woodworking I remember the concern about the purchase of timber from the United States by Japan.  The logs were sent to Japan where they were made into plywood.  As I understood it the finished plywood was then sent back to the U.S or at least some of it.  The concern here was the loss of jobs in the mills that manufactured plywood. Another case of big business following the cheapest labor where ever it may be. 
TP's line was "Everybody knew it was high times for the stiffs in the woods -- though not for those in the mills with the Japanes buying up unprocessed logs...........
