This is pretty common knowledge.  The Rand report
itself was made public in 1964 and large parts of the
research was done at universities.  Further the
suggestion to the military was for something
inherently decentralized and the reason was to
establish a communications that wouldn't be taken out
in a military strike.  It had nothing--nothing--to do
with creating a system to put the populace under
government surveillance and control. 

It's like saying the government set up a postal system
so that'd we'd all use it, and then they could read
our mail.
