I'm saying of course nothing of the sort; I'm saying
that the reason for commissioning the Rand report back
in the sixties was to find a way to create a
survivable means of communication, to prevent total
collapse under attack.  This is entirely to the
benefit of the citizenry.

It's this inability of yours to differentiate--people
from systems in this case--that locks you into your
narrow us/them perspective and leads you to your odd
conclusions.
