No one, certainly not I, in any case, have said that language is "merely a 
set of proscribed (or prescribed) rules." 

I do think, however, your comparison, at least from the point of view of 
outcome, to traffic laws is more apt than you might think.   Try expressing 
yourself by heading north up the NJ Turnpike on the southbound side.
