Well I think it's a perverse calling it the Department of Defense considering it's just launched a pre-emptive strike on a relatively poor and defenseless nation. He isn't just "including [the] nation's military into something
called the Department of Defense"; he's aptly calling it a "war-making apparatus." Maybe you're the one on the verge of trivializing things here.

Seems to me Pynchon is on the verge of trivializing Orwell's nightmare
creation. For Orwell doublethink is a metaphor for perversity and
horror, not PR or spin.
