It's historical. Reefer Madness was 1930s USA. 

In fact, all the drug use in the novel is historical. 

Drug use serves many functions in P's novels (epistemological
narratology and all that lit-crit...blah, blah...like dreams & disease)
so I'm not sure one can attribute even the extent of its use (say by
Mucho) to 1960s culture. But it is kinda obvious that P is writing about
the 1960s. Isn't it? 

Speaking of Mucho and Walt Whitman and drugs there is that scene in CL49
where Mucho talks about LSD and Death and Them. Does remind me of Father
Rapier's sermon. 

PS I meant Luke 1:1 The barren and the virgin lot.
