The Bildeberg conferences, Trilateral Commissions and their like are 
anti-democratic gatherings which wish to control global development, 
conspiracies by any other name.
The curious thing about conspiracy theorising is how much of it assumes 
success as part of  the definition, cock-ups being  proffered in contrast. 
Maybe most conspiracies are cock-ups!

Brigadier Pudding and his book may well be taken as Pynchon's satirical 
comment on this process.
