Thinking about what you asked re qualitative differences between Sasha and 
Hub's surrender to the enemy and Frenesi's.
Sasha - goes from anti to pro war along with the vast majority of her 
political allies
Hub joins the corrupt union after a long while of jobless integrity (p291)
Frenesi  spends 14 years prostituting herself for the state after turning 
on her fellows.

Sasha swings with her turn, fig and lit.
Hub feels shame at the surrender of his anger.
Frenesi feels great guilt, but only surfaces because she has to and 
describes her plight as being "abandoned to the upper world and any 
unfinished business which might be resumed...as if they'd been kept safe..."

Hub and Sasha change course and carry on without accumulating more than 
momentary bad karma (to use the jargon of Frenesi's era!). Their basic 
political affiliations remain unaltered, just constrained by the new 
circumstance.
Frenesi switched sides.

If you want it in graphic terms, Sasha and Hub turned 10 degrees or less, 
Frenesi 180. That difference in quantity sure seems like like one in 
quality too. Not Sasha and Hub, they are still travelling in pretty much 
the same direction.
