I thought that was Whitney Houston.  Mick Harvey of
the Bad Seeds recorded a decent album of Gainsbourg
covers.  Then he recorded a bad one.  And as far as
XTC goes, maybe the first LP excepted, I largely
preferred their Dukes of Stratosphear stuff ...
