Allusion in the title "GR"?

I didn't know that before, but the war scenarios that were created under 
Roosevelt against Japan had the name "ORANGE", but the scenarios against the whole 
three axis powers Germany, Italy and Japan the name "RAINBOW 1-5" (1939).

A pure coincidence, of course:-).
