Actually, there are very few places of public accommodation anywhere in the 
US today where one would find one's self immersed in "pitch black" upon the 
event of a blackout.  Building codes have long required battery-powered 
emergency egress lights for this event, thus providing a lighted escape 
route from anywhere within a building, and I think also a subway tunnel.
