NP: Military Draft Legislation

Hire the locals at $.40 an hour? F_ that! Too expensive. You can get 'em for
half from a poorer neighboring  country. Like this reconstruction going on
in Iraq: Iraqi contractors aren't getting the jobs for sure; but neither are
the laborers. They're being brought in from Pakistan and Afghanistan for a
lot less.
