The national government of the U.S.  didn't have enough power to be a
proper "terror regime" until long after the events of 1776 and 
thereabouts. This doesn't mean that terror was eliminated.

The American Revolutionary War shifted power from the hereditary
monarchy and nobility to the bourgeoisie. It made possible the formation
of a republican type government and the banning of established religion
in the new nation. 

No power to the proletariat or the students :-) was visualized so the
fact that such a transfer wasn't achieved can't be counted as a failure.

The movement of power downward, away from property holding white males
has been a long and never complete process. 

The probability that socialism or communism will ever come to America is
zero.
