Well not either/or but both, then.  

In the most general sense, I suppose it had that
connotation, in that many of the people buying surplus
clothes were also against the war, but it was never a
statement among those I knew and numbered myself among
that wearing navy-issue bellbottoms was in and of
itself an anti-war comment.
