They would need some money, but more importantly they would need
Capital, not necessarily in the form of money. See page 247 where Sledge
is tinkering with a generator and the generously funded Film Arts
Department equipment is in finders keepers. They could tap into the
power grid and they could raid the film departments of college campuses
... a car here, a van there, a donation, a find, a gift (one of
Frenesi's cameras was given her by Sasha).  It seems to me that the text
is emphasizing that they went about scuffling to keep the thing up and
running ... there cars and equipment are not in great shape. They were
willing to risk their lives. They were willing to rip off whatever 
wasn't nailed down to get the film, the light, the shot, the image.
