What I think is that you don't need any "postmodern condition" to explain
the existence of political spin. Propaganda isn't new. We know since Nero
and the Reichstagsbrand how these matters are handled.
A "broad usage" is very different from a simple misunderstanding. As an
intellectual who wants to be taken serious (he has written a book) the
author should have devoted some time to get informed about the term before
using it incorrectly in such a silly way that it nearly throws a negative
light on the other stuff he's got to say.
Turn that last sentence around and you'll get my opinion about the
postmodern condition in which it is quite easy to reveal all governments'
truths as lies.
