Yes, but this "Bad Cop" scenario is by no means new or unusual. It's as old 
as can be. Cops are easy villians simply because of their power.

I think what is being portrayed here is someone more powerful than a cop. Someone involved in shaping state planning(PREP).  Think of Oliver North. A member of the national security council, he had contingency plans for suspending the constitution and implementing "internmant camps". He used gov. money to finance a large scale mercenary military operation in direct contradiction to the constitution and  Congressional law. When caught he charmed his way through with his skillful flag waving and ran for congress.

The real bad cop here is the climate of fear that surrounds the fascistic mentality and disables the checks and balances of democracy and civil rights. Last night I dropped by Borders and read Pynchon's intro to 1984,  a very lucid, closely argued  essay built from biographical and historic research. Have not yet read  GR, but one can really see the profound influences of Orwell's work in V, CoL49 and VL.
