I'd say skip it and read A Flag for Sunrise instead. 
It's far better and deals with similar
material--similar to what's going on in Haiti; not so
similar to the voodoo silliness that takes up much of
Bay of Souls.  It starts well, but, by the end, Bay of
Souls is little short of ludicrous.

Nevertheless, I like him a lot.  Outerbridge Reach is
awfully good.  So is his story collection.
